Initial Comment:
This is a patch for http://sourceforge.net/tracker/index.php?func=detail&aid=1343753&group_id=20937&atid=120937 - it includes a reference to the specific msdn article in question, and at that article's suggestion, retries the operation with a different flag in the case of NTE_BAD_KEYSET.

The patch also includes a fix for setup.py - without that change, setup.py doesn't attempt to build the winrand module.
