Summary: _measureTickSize() bug

Initial Comment:
When I ran the Crypto package under Cygwin, I received 
the following error in Crypto.Util.randpool:

File "/usr/lib/python2.2/site-
packages/Crypto/Util/randpool.py", line 178,
in _noise
delta = (t - self._lastcounter)/self._ticksize*1e6
TypeError: unsupported operand type(s) for /: 'float' 
and 'NoneType'

It seems the ticksize is None.  In _measureTickSize(), if 
delta is 0, an interval is not assigned and remains at 
None.

Attached is a proposed patch.
