On the one hand you might be right with this sentiment, but don't forget that especially Cython (with some generator), SIP and as well Boost.Python (or rather Py++ for Boost.Python) are catering for *very* different types of bindings generators not really comparable or compatible with Ctypes. Particularly, as Ctypes may be (one of) the easiest to use for plain C libraries, but will most likely remain a no-go for C++ (as far as I'd anticipate from the previous efforts undertaken). So, if there's no direct successor from a different ballpark playing the same game (that is: being Ctypes compatible), I'd suggest to keep Ctypeslib alive. I don't know anything about Ctypesgen, so that might be an alternative, as long as it is cross platform again. Even if Ctypeslib is being kept alive until some people get their heads together to draw from Good Ideas (TM) in different projects and incorporate them into a decidedly joint successor or other effort.
