arrays outside of plsql

I would like to call db functions that expect array types as input via cx_Oracle.

When I try to do this currently I get the error message:
ORA-01484: arrays can only be bound to PL/SQL statements

I have seen the examples of how to make this work within PL/SQL statements but my goal is to interact with the database via SqlAlchemy user defined types ... such that I can't wrap the command in PL/SQL.

I implemented a similar capability in our JDBC based clients using OracleConnection to create ARRAY type.

Are there known obstacles to having a feature like this via cx_Oracle (and implicitly DBAPI)?
