You need to host the packages on PyPI or have direct pointers to your
downloads in the metadata, IIRC. It sounds like you have a "download
URL" that points to a webpage that needs scraping.

I believe all project owners on PyPI were mailed a few months back
about this change (search for "externally hosted") - if you got that
email it probably explains better than I just did :-)
