I suppose that this is the cumulative result of:

1) pip no longer installing packages hosted off of PyPI (see thread in this 
list titled """cx-oracle 5.1.2 "externalized" from PyPI?""") 

and 

2) the fact that 5.1.3, released yesterday, is hosted on PyPI.

The flags mentioned in the older thread may (or may not; haven't tried) help 
you install the older version via pip.
