I don't recall the errors that others (and now you) were experiencing with
installation of cx_Oracle under Python 3.5 on Windows 10. Can you enlighten
me?

Note that if the installation succeeds but puts the file in the wrong
place, you can always copy the file to the right place afterwards.

Note as well that the executable installer file is an executable with a zip
file appended to it so you can always just open the file with an unzip tool
and extract the cx_Oracle.pyd directly.
