Re: cx_Oracle binary for Python 3.6 on Windows

I think you only need to download Visual C++ 14 (2015) from Microsoft 
[1] and Instant Client libs from Oracle [2]. Then you should be able to 
compile it yourself.

Note that you need also SDK libs as well for Instant Client.
