Instant Client is set of OCI libraries that are used to communicate to Oracle database. And they are required, it's also required to have Instant Client SDK files for compilation, and libaio1 installed from system packages. cx_Oracle itself merely contains just bindings to communicate from Python to Oracle through OCI libraries (Instant Client) and do some conversions for certain datatypes.
