Re: DLL load failed

Yes, installing Instant Client 12 will work for you. However, do not set
ORACLE_HOME. On Windows you should simply put the location of OCI.DLL in
your PATH environment variable. And in your case, ensure that it is before
your other Oracle installation.

This link gives the information on which Oracle client and server
combinations are supported. It is part of the ODPI-C library which will be
the underlying library used as of cx_Oracle 6.
