After too much time psycopg 1.1.16 is finally here. This new release
fixes some small bugs and the big problem with the .rowcount attribute
introduced in 1.1.15 (see the ChangeLog for the gory details.) Debian
packages will be available from official mirrors in 24h and source
downloads, as always, from:

  http://initd.org/pub/software/psycopg/psycopg-1.1.16.tar.gz

* fixed .rowcount problem introduced in 1.1.15.

* fixed a problem with %% not being transformed into % when calling
  .execute() with a zero-length tuple or dict.

* now using COPY FROM/COPY TO in .execute() raise an exception instead
  of segfaulting.

* faster Date and DateTime type casting.

* small and trivial optimizations and fixes.
