Test packages of psycopg2 for Ubuntu

In order to aid testing of the recent psycopg changes, I've put
together some packages for Ubuntu compiled from the current
development version.

Instructions for downloading the packages are available here:

    https://launchpad.net/~jamesh/+archive

Packages are available for either gutsy or hardy on i386, amd64 and
lpia (all the architectures supported by PPA).
