Hiya Chris,

why try and build them at all? Binaries are always available on  
stickpeople.com:

http://www.stickpeople.com/projects/python/win-psycopg/index.html

As far as I know you cannot use MinGW because neither Python nor  
PostgreSQL are build with it.
