Daniele just pushed a round of fixes that were discussed on this ML some
weeks ago.

1) psycopg now does its own rounding of TZ offsets and
   register_tstz_w_secs is not needed anymore (what about a warning if
   it is called?)

2) add -Wdeclaration-after-statement to make sure we don't break the
   win32 builds anymore (Jason, can you test before we release, please?)

3) removed logging.basicConfig from pool.py (on the premise that
   libraries should not initialize the logging system.)

If nobody thinks it is a bad idea I'll add the warning in (1) and wait
for Jason to make sure we didn't break anything this time, then release
early next week.
