No. That's definitely not needed for the pyPgSQL RPM.

It's most likely a problem with minor versions of PostgreSQL's ilbpq 
RPM. They changed that from Pg 7.3 to Pg 7.3.1 AFAIR. A symbolic link 
*could* help, but I need the information I asked for to judge that.
