You're not using pyPgSQL 2.4. Instead you're using a much older pyPgSQL
version which isn't compatible with PostgreSQL 7.3, yet.
In pyPgSQL 2.4, this line looks differently.

Yes, be sure you have pyPgSQL 2.4 installed. Uninstall/remove any older
pyPgSQL files.
