Well, for all practical purposes it being an attribute of
the exception would be the proper place to put it IMO. It
might be an idea to perhaps also put it into the string of
the exception itself such as

 "[SQLSTATE:xxxx] OperationalError: ..."

This is similar to how Oracle (and psycopg, currently) does it.

That way, someone coding against DB-API *only* might still
have a chance to get at the value.
