There's been a fair bit of work done recently on packaging.python.org that doesn't get the appreciation it deserves. Probably because people still aren't aware it's worth looking at, and automatically reach for Google or Stack Overflow instead. Hopefully as time goes on we'll see more people pointing at packaging.python.org as the source of information.
