Preparing Python documentation translation project of ver 3.9

Hi, everyone

Now, Python 3.9.0 beta1 has released, so translators would start the
translation project for Python 3.9.0.

In order to preserve translation history, the project "Python" will keep
its name and role,
so that the newer project "Python" stores original and translated sentences
of version 3.9.
The project "Python 3.8" will be newly created with original and translated
sentences of version 3.8.

I will start this work today and finish processes until tomorrow.
