Docs translations stats and new Transifex API

Hi Shengjing Zhu,

On 15th of February Transifex switched to API v3 while sunsetting their
current API. Your app gce.zhsj.me/python/ with translations statistics
stopped working. Would you consider sharing sources of the app, to enable
others to make a PR with an update?

For what it's worth, I'm linking commits I did to update similar
functonalities we have in Polish translation repo.
