Pip + virtualenv problem installing egenix-mx-base

I tried installing egenix-mx-base on a virtualenv and found a problem:

       or: -c cmd --help

    error: option --single-version-externally-managed not recognized
"

It appears that egenix-mx-base package doesn't use setuptools, is this right?
