FormEncode internationalization

I thought I should note that there's a pending patch to FormEncode for 
internationalizing the messages.  I also just realized it was mailed to 
me personally, not to the list.  Anyway, I uploaded the files here:

The tests need to be converted to py.test style, and just some general 
review because I haven't looked at it, and they weren't provided as 
patches, just as replacement files, so they are probably a bit out of 
sync now.  I do want to integrate these, but have not, and I figure I 
should at least get them out in public instead of sitting only in my 
mailbox.
