url validator broken

i entered a bugtracker ~2 weeks ago, and i just checked status and  
saw that nothing on that list has been owned/assigned in months, so I  
thought I'd bring it up on the list.

the URL validator seems to allow some forms of invalid urls through.

i put together a candidate for a replacement here:
