This is tricky.  I'm not sure what a good solution is at all; you might 
want to ask on the distutils-sig list, as they might have suggestions. 
While it's appropriate for an RPM to install files in /usr/share/locale, 
I don't think it's a good idea to put that in FormEncode's setup.py 
directly (unless maybe it's enabled by some explicit option).
