IMHO it would be more appropriate as it would easily allow to compile .mo file only if the .po file has been updated. In addition, maybe you could try to use msgmerge which allows to propagate changes from .pot file to .po files automatically. I can write a Makefile quickly for FormEncode if you want to as I did it some days before for a university assignment...
