Is FormEncode maintained?

Hi,

I would like to know if FormEncode is still maintained by someone. I 
found a bug that disables all non-English translations of messages in 
FormEncode 1.2.3dev 
(http://sourceforge.net/tracker/?func=detail&atid=596416&aid=3153489&group_id=91231). 
I would like someone to rerelease it with this bug fixed. If there are 
no maintainers I would like to get the necessary rights to fix this bug 
myself and release a new version.
