Requesting a review of the revised extension config dialog before commit

Hi everyone,

Saimadhav mentioned earlier this evening that the extension config dialog
proposed on issue #3068 [1] will be useful later in his GSoC work.

I recently uploaded a new patch, reworked to apply cleanly and work
properly on recent Python 3. I'd very much appreciate a review of the new
patch!

I intend to apply this as my first direct commit to Python.
