Trouble using pilfile utility

In Windows, i.e., from a DOS prompt, I get, e.g.:

C:\Users\Fermat>pilfile Fractals
'pilfile' is not recognized as an internal or external command,
operable program or batch file.

Do I need to add ...Python\Lib\site-packages\PIL\Scripts to my PATH?  (If
so, it'd be nice if: a.
http://www.pythonware.com/library/pil/handbook/pilfile.htm stated this, and
b. the installer did this automatically.)  Thanks!
