How to install?

Hi,
I am trying to install the PIL libraries but am not sure how to. I saw in
the read me file that i should do this:
$ tar xvfz Imaging-1.1.7.tar.gz
$ cd Imaging-1.1.7
$ python setup.py install
but have no idea what that means. I am running windows 7 if that makes a
difference.
