No, I have not successfully used numpy/scipy with pypy.
In the past I have done one of the following: 1) ran
the HDL simulation separate in pypy and analysis in
cpython; 2) implemented the functions I needed in pure
python [1].

There seem to be some pure numpy implementations that
can be used with pypy:
