I've been prototyping the header-only approach that Sebastian (and others)
had suggested. Overall I agree, this approach seems easier to implement,
maintain, and use when compared to a full C-API.

As an amendment to my proposal, I plan to move forward with a header-only
approach rather than introducing a full C-API. This should still be in-line
with the consensus on this email chain, and the ongoing discussion on 20880
<https://github.com/numpy/numpy/issues/20880#issuecomment-3285324347>.
