numpy-quaddtype now has its own repository

Hi all, I want to let everyone know that development of numpy-quaddtype is now hosted at https://github.com/numpy/numpy-quaddtype instead of in the numpy-user-dtypes repository. There is also a set of documentation at https://numpy.org/numpy-quaddtype/. I'd like to congratulate Swayam Singh (@SwayamInSync) and Juniper Tyree (@juntyr) for doing the bulk of the work to move this effort forward. It's been a pleasure to work with both of you and I'm looking forward to continuing to improve things.
