Welcome Maanas Arora as new maintainer

Hi all,

Please join me in welcoming Maanas (https://github.com/maanasarora) to
the NumPy maintainers team.

Maanas has been contributing and helping with maintaining for a long
time now and is regularly active in the community.
Most recently he has implemented descending sorts and is now working on
`top_k` and improving our partitioning including the underlying
infrastructure.
