Beginning to integrate 1.2 and above features

I've spent the evening on the OpenGL 1.2 and above features, wrapping them to produce what I hope will be useful APIs for Python programmers. Of course, I often have no tests for these types of features, but oh well. I've plowed through the 1.2 and 1.3 headers, still quite a lot of material to cover. The raw packages are shrinking along the way (haven't checked those changes in yet, though, as there may be breakages). I'm constraining what goes into them somewhat more, and will do so to a greater extent when I have all of the higher-version code wrapped. Basically this is just moving the entry points into the correct spots in the package. Going to try to work on PyOpenGL tomorrow as well.
