OK, I've implemented this change.  And I've added an escape hatch in
case someone absolutely needs the Optik 1.4 behaviour: OptionParser has
a new instance attribute, process_default_values, which defaults to
True.  If you call parser.set_process_default_values(False), then Optik
reverts to the current (1.4.1) behaviour, ie. return default values
exactly as they were passed in.

I'll just finish the checkin and close the SF bug (#955889).  Thanks
