I haven't yet used it myself, but I've been looking for an opportunity
to play with cfgparse by Dan Glass: http://cfgparse.sourceforge.net/

On that page, he says: cfgparse can optionally cooperate with the
optparse module to provide coordination between command line and
configuration file options.
