What occurs if someone doesn't buy his ticket, is selected, and then cannot buy a ticket any more? From my point of view, you might either officially support this case (by reserving a few extra tickets for these speakers), or explicitly ask on the talk submission page that all potential speakers *must* have a ticket already (which they could get refund on later). The problem with the second option is that all tickets may be gone before the submission deadline.
