PyDS navigation and rerendernig

How do I add "navigation"?

In general, what do I do when I make changes to a nugget to get them to appear?

I have edited the NavigationBox nugget, set it active and publish, and
rerendered the nuggets in the upstreaming tool, tried upstreaming all
files.  No navigation appears on the page.

I have had extreme difficulty updating nuggets in the past and I have
managed to get the page to change after rerendering things at random,
upstreaming all files, and posting new weblog entries, performed in
some order, but it is very frustrating not knowing exactly what I did
to make things work.  I don't want to have to post a new weblog entry
every time I want to change something unrelated on the page.  Can
someone explain my problem?
