Hi Phil,

sorry for not posting enough info but I didn't have access to the machine I 
observed this issue on. Nevertheless, here it is.

Symbol: OPENSSL_sk_new_reserve (procedure)
Lib: libcrypto-1_1-x64.dll
Python 3.7.3, 64-Bit
Windows 7
