eric and Python2/PyQt4

Hello,

as everybody should be aware of by now Python2 will reach end of life by year 
end. Qt4 (and PyQt4) have not received any maintenance for quite a few months. 
Due to these facts I will start removing Python2 and PyQt4 as a runtime 
environment for eric6. Future eric6 versions will require Python 3.5 and Qt 
5.9 or newer. Support for Python2 development will remain a bit longer (e.g. 
the debugger or the various code checkers).

Now is the time to upgrade if that has not happened yet.
