ANN: PyQt v5.13.2 Released

PyQt v5.13.2 has been released. This is a minor bug-fix and feature 
release. There are new releases of PyQt-builder, PyQtWebEngine, PyQt3D, 
PyQtChart, PyQtDataVisualization and PyQtPurchasing.

All packages can now be built with SIP v5.

All wheels have Qt v5.13.2 bundled.
