Updated API reference / documentation

Hi,

Can't find API reference PDF for version 3.3.0 anywhere.  Several questions
along the same line in the reportlab-users google group have gone
unanswered.

I tried building from source - but not noticed genAll.py only generates the
user-guide whilst the code for other pdfs is commented out (error when
un-commented).

Any thoughts ?  Is reportlab dying and thus old documentation being removed
?
