not sure why this doesn't work for you with pip. I assume that you can get
the files with wget or similar. I just tried a wget download of

reportlab-3.3.25-cp36-cp36m-win_amd64.whl

and that worked fine.

I used pip to install from https://www.reportlab.com/pypi, but that was a
manylinux install on linux x64.

I will try this out on Tuesday when I am in the office where I have the
windows build machine.
