Those things are specific to building wheels in our CI for PyPI, so cannot
be used. See for example the second diagram on
https://pypackaging-native.github.io/meta-topics/build_steps_conceptual/
for the differences between building wheels for PyPI vs. building a conda
package or end users installing from sdist.
