ENH: Dirichlet-multinomial distribution in stats

For the past few months, me and Matt Haberland have been working on adding the Dirichlet-multinomial distribution to scipy.stats, which can be seen over at https://github.com/scipy/scipy/pull/17211. Are there any strong opinions on this?
