Deprecation of tri, triu & tril from linalg namespace

Hi All, It was originally proposed in https://github.com/scipy/scipy/issues/15702 to deprecate tril, triu, tri as they are duplicates of functions offered by numpy with no extra functionality. I have opened a pr to do so at https://github.com/scipy/scipy/pull/18021 so please feel free to join in the discussion there.
