CZI DEI Grant: Pamphile Roy joins as Contributor Experience Lead

Hello, all!

Since the end of 2021 we have been working across four different projects
(NumPy, SciPy, Matplotlib and pandas) to engage newcomers, improve
developer documentation and contributor onboarding, including organizing
community meetings, sprints and other related activities. [1]

Due to recent changes in the project team and subsequent reorganization of
the work, I am happy to announce that while I will still be involved,
Pamphile Roy has joined as a Contributor Experience Lead for SciPy. This
work will be realized in parallel with his existing responsibilities as a
maintainer, and the expectation is that it will be funded through August of
this year.

I am delighted to continue working closely with Pamphile on this project,
and I hope that together we can contribute to the improvement of the SciPy
community.
