Retiring of SciPy-User

Hi everyone, I would like to propose to retire (read only) the user mailing list: [email protected] <mailto:[email protected]> We have had a few spam events, there is little activity with some user questions, promotion of some packages, and other general questions, but not much that would justify maintaining the list I would say. Instead I would propose to migrate this flux of messages to our Slack and Discord channels or even to the Scientific Python discuss server. As for general questions, there is always StackOverflow. i.e. we still have many options and reducing the scope a bit will, IMHO, help everyone keep track of things.
