Proposed Release Schedule for SciPy 1.11.0

Hi all, Starting to think about the release schedule for SciPy 1.11.0--draft dates below: May 29/2023: branch 1.11.x May 31/2023: rc1 June 16/2023: rc2 (if needed) June 25/2023: final release The gaps are a little bigger than the last June release cycle because of various events/conferences/summits/travel plans etc. Python 3.12 arrival in October and related issues (distutils disappearance, etc.) is a consideration, but I think when I checked with the team about this there wasn't a specific request to delay, at least not yet. We have 49 open PRs and 21 open issues with the 1.11.0 milestone at the time of writing. Thoughts?
