Thanks Tyler, the schedule looks good to me. Regarding Python 3.12, we
should be in good shape already, and be able to do a release shortly after
NumPy does one.

Most of the PRs marked for 1.11.0 right now are more "let's take another
look", very few are critical to include I'd say. Same for the issues - the
main ones are those we may need later and would be a pain to backport, like
the Cython 3.0-beta compatibility one.
